Introduction to SystmOne CCMS
The Cloud-Based Clinic Management System (CCMS) is a national digital health initiative led by the Ministry of Health Malaysia (MOH), driven by the Digital Health Division (BKD). It replaces paper-based clinic workflows with a centralized, cloud-native electronic medical record platform built on SystmOne.

Project Background
CCMS commenced in early 2023, with Klinik Kesihatan Sg Chua and Klinik Kesihatan Botanik selected as pioneer sites. Following the success of the pilot phase, rollout expanded in August–September 2023 to 50 additional Klinik Kesihatan nationwide.
The programme aims to:
- Unify patient records across all MOH primary care facilities
- Replace fragmented paper processes with real-time digital workflows
- Enable data-driven planning at clinic, district, and national levels
- Strengthen clinical governance through structured documentation and audit
